The 2001-2004 Racing Rules of Sailing were considered by ISAF during its 2000 November Conference. Final changes were approved at the conference and the new 2001-2004 ISAF rulebook is currently being finalized by ISAF staff with release to Member National Authorities expected no later than the end of January, 2001. The new 2001-2004 ISAF rulebook will go into effect on April 1, 2001. If ISAF follows the procedures used when the last version of the rulebook was finalized four years ago, it will post the new rules on the ISAF Website around the time it releases the final rulebook to MNAs.

Part 2 and Definitions Now Available. ISAF has released Part 2 and the Definitions so that competitors can begin to prepare for the April 1st effective date.

US SAILING 2001-2004 Rulebook. US SAILING will publish the new 2001-2004 rulebook, including the ISAF rules and US SAILING prescriptions, in the United States as soon as possible, probably during March, 2001. Members of US SAILING will automatically be mailed a copy of the new rulebook when it is printed. Once the new US SAILING rulebook has been printed and becomes available for sale, sailors will be able to purchase a copy directly from US SAILING either on its Website or through its 800 number at 1-800-US-SAIL1 (1-800-877-2451) or from local marine supply stores (the new rulebook will be stocked by West Marine and others).

Individuals who wish to be informed of when the ISAF rules are posted on the ISAF Website or when the US SAILING printing of the 2001-2004 rulebook will be available should subscribe to e-ussailing. Alternatively, you can check the ISAF Website and US SAILING rules publications page.

Writing a Notice of Race or the Sailing Instructions for a post-April 1, 2001 Event. For those who need the new rules early for a special purpose, such as writing a Notice of Race or the Sailing Instructions for a regatta to take place after the April 1, 2001 effective date of the new rules, the ISAF Website is the best place to check. The most significant changes are expected to be (1) a version of so-called "Starting System 3" will become the new default in rule 26 (see alternate SI 11.1 in Appendix N of the 1997-2000 rulebook; systems 1 and 2 will be deleted, (2) implementation of the new ISAF Advertising Code, which will replace Appendix G in the current rulebook (the decision as to Advertising Category will be done on a boat by boat basis by the class or individual sailor and not by the event organizer) [check out preliminary drafts of the new ISAF Advertising, Eligibility and Anti-Doping Codes here] and (3) a new Appendix with new procedures for on-the-water penalties for a breach of rule 42 (the new Appendix will apply only if invoked by the Sailing Instructions). Current rules M1 and M2, which determine what information must be set forth in the Notice of Race and Sailing Instructions, are expected to change slightly to reflect these and other changes in the rules.
