CATAWBA YACHT CLUB RACING INSTRUCTIONS
These rules shall govern Racing Series of the Catawba Yacht Club. These rules supplement the US Sailing Racing Rules of Sailing and the class rules of each participating boat. These rules will be published on the club website prior to the series start and explained at the first skippers' meeting in a series. Thereafter, skippers are responsible for being knowledgeable of the rules.
Scoring
The series will be scored according to the procedures listed in Appendix A of the US Sailing Racing Rules of Sailing, 2001-2004 and contained in the CYC Sailing Instructions. We use the low-point system defined therein. We also discard 25 percent (1 out of 4) of all races sailed in a series. The discards allow a skipper to miss one race day without folding. They also allow a skipper to miss races while attending a class regatta.
If the Principal Race Officer (PRO) for a race is a racing skipper, he or she shall receive the average of his/her scores for the series for the races missed while serving as PRO.
In the event of a tie for any place in the series, the boat that has sailed the most races shall be awarded the higher place. If a tie still remains, the schedule in Appendix A shall be used.
Boats not sailing in a one-design class are scored based on the PHRF handicap system. Handicaps are assigned to each make and class of boat with specific sail combinations as declared by the skipper prior to the beginning of the series. Once a sail combination is declared for a series, no additions or changes can be made for the series. Refer to our section on PHRF handicaps for more information.
We have a fleet if three or more boats of one design or PHRF are declared for the series and three or more of these boats sail in half or more of the races in a series. Trophies will be presented for each fleet as shown later in this document.
Course Selection
Race courses shall be printed and distributed to all skippers at a skipper's meeting held on the first race day of the series. The course selected for each race shall be posted on the committee boat prior to the start of each race. Skippers are obligated to determine the proper course by reading the posted number prior to each race start. Any audible communication prior to the race or on the race course between skippers and the PRO is strictly courtesy and not official.
Prestart
The PRO will hold a Skippers Meeting on each race day to review the race course and any rule changes. The time for the skippers Meeting and race start are as follows: - Fall/Spring Skippers Meeting: 9:30 AM - Fall/Spring Race Start Time: 10:00 AM - Winter Skippers Meeting: 1:00 PM - Winter Race Start Time: 1:30 PM
No race will be started after an elapsed time of 2 hours and 15 minutes from the beginning of the first race of the day.
Intent to Race
A skipper establishes an intent to race by attending a skipper's meeting prior to each and every race day. If this is not done, the skipper's participation will be at the discretion of the PRO.
Race Starts
The starting line shall consist of two orange buoys, or one buoy/mark and the committee boat. The committee boat may disengage from the starting line for purposes of race supervision as long as a orange buoy is attached to the original anchor line and left in place. The committee boat must return to the line to record the finish.
The PRO will make every attempt to start the first race sequence on any given race day at the designated start time.
The PRO shall use the following flag sequence for race starts:
5 min 30 sec -- PRO turns on the automatic starter 5 min 20 sec -- Blow three short horn blasts with the round button on the end of the starter 5 min 5 sec -- Prepare to raise red flag as automatic starter counts down the last five seconds 5 min -- Raise red flag when automatic starter blows horn and tie halyard to rail 4 min 5 sec -- Prepare to raise black flag 4 min -- Raise black flag when automatic starter blows horn and tie halyard to rail 1 min 5 sec -- Prepare to drop black flag 1 min -- Drop black flag when automatic starter blows horn 0 min 5 sec -- Prepare to drop red flag and prepare to start the stop watch 0 min 0 sec -- Drop red flag and start stopwatch when automatic starter blows horn
The sequence will be followed twice at the start of each race. The first start will be for Vanguard/Wayfarer and PHRF. The second start will be for Lightnings and J/22s. There will be approximately one minute elapsed time between each start sequence to reset the start machine.
A sound device (horn, gun, cannon) may be used to supplement the visual start sequence. A single report should accompany each flag raising and dropping. Visual signals shall override audible signals.
Individual Recall
The PRO must comply with the Individual Recall rule (Rule 29.2) for boats that are over the starting line within 1 minute of that fleet's start; this rule calls for a prompt display of the X flag and a single sound of the horn. Boats over early shall abide by the Around-An-End rule (Rule 30.1).
General Recall
The PRO shall signal a general recal in accordance with the General Recall rule (Rule 29.3) by raising the red flag and making two long blasts of the horn. In the event of a general recall, all boats will return to the pre-start side of the starting line and the starting sequence shall be restarted.
Race Cancellation
If a race is canceled, the PRO shall raise the red flag and sound three blasts of the horn. Races shall be cancelled in accordance with Rule 32.
Time Limit
The time limit for rounding each mark shall be 30 minutes or as modified by the PRO on race day. A race shall be declared over fifteen minutes after the lead boat crosses the finish line. Any boats remaining on the race course will receive a DNF and should report back to the starting area for additional races, if appropriate.
Course Changes
The PRO shall signal a shortened course by flying the red flag and the black flag after the lead boat has rounded a mark. The change may be supplemented by an audible signal. In the event that a race is shortened, it should be shortened to the next mark. The committee boat should reposition the finish line with the appropriate mark. Races shall not be lengthened.
Avoiding Contact
Boats shall avoid contact if reasonably possible in accordance with rule 14.
Penalties
Rule 31.2 shall be in effect for any boat touching a mark during a race (360 penalty turn rule). Rule 44.2 shall be in effect for any violation of rules contained in Part 2 (720 penalty turn rule). Exception: A boat under spinnaker may perform a single 360 penalty turn provided that the spinnaker is doused prior to the turn and reset at the end of the turn. Penalty turns must be taken as soon as possible and after getting well clear of other boats.
On the Same Tack: Proper Course
On the Same Tack: Proper Course rules 17.1 and 17.2 apply throughout all races after the start. This means a leeward boat cannot sail above her proper course (higher than close haul) when she is overlapped with a windward boat within two boat lengths unless she promptly sails astern of the windward boat. A boat has no proper course before her starting signal
Miscellaneous
I. Awards
Awards for each fleet shall be given based on the following formula:

Fleets shall include the following: J22, Lightning, Vanguard/Wayfarer, PHRF (all others).
Participating boats shall include all boats in a class that sail over half of all scheduled races.
The skippers of the winning boats in the J/22 and Lightning fleets shall be recognized with the addition of their names to the CYC perennial trophy.
III. Multiple Skippers
Multiple skippers are allowed in the CYC racing series provided that a primary skipper is designated for the series. Additional skippers must be part of the regular crew. Regular crew is defined as a particpant on the boat for 50 percent or more of scheduled races. The intent of this rule is twofold: 1) Allow a skipper who cannot attend a given race day to let his crew sail the boat and avoid a DNC and 2) allow skipper and crew to switch positions during a race.
IV. Protests
All protests must be filed with the fleet captain, in writing, immediately after the conclusion of racing on the day the alleged infraction occurs. The fleet captain shall form a committee and hear the protest prior to racing, on the following race day. Protest forms are available at the clubhouse.
V. Class Exceptions
The J/22 class will be allowed to carry two spinnakers on board because of the possibility of courses that contain reaching and running legs.
VI. Rules Issues
